We live in an era of digital revolution not only in the industry, but also in the public sector. User opinion is key in e-services development. Currently the most established approaches for analyzing citizens’ opinions are surveys and personal interviews. However, governments should focus not only on developing public e-services but also on implementing modern solutions for data analysis based on machine learning and artificial intelligence. The main aim of the current study is to engage state-of-the-art natural language processing technologies to develop an analytical approach for public opinion analysis. We utilize transformer-based language models to derive valuable insights into citizens’ interests and expressed sentiments and emotions towards digitalization of educational, administrative and health public services. Our research brings empirical evidence on the practical usefulness of such methods in the government domain.

On September 3, 2015, President Xi Jinping announced to the world the disarmament of 300,000 yuan from the top of Tiananmen Square, opening the way to a new round of military reform. Based on the idea of raising problems, analyzing problems, and solving problems, this paper studies the problems that still exist in the employment and entrepreneurship of retired servicemen under the new situation of the establishment of the Ministry of Veterans Affairs and the promulgation of the Law of the People’s Republic of China on the Protection of Veterans and its supporting facilities. A total of four deficiencies were proposed: first, the concentration of retired military personnel to change jobs is too concentrated; Second, the legal security system for the employment and entrepreneurship of retired servicemen has not been truly improved; Third, the employment and entrepreneurship training of retired servicemen has not really played a role and has been implemented; Fourth, the self-perception of retired soldiers is generally biased. In view of the above problems, this paper selects some typical cases of employment and entrepreneurship of retired soldiers, and draws on some relevant foreign systems and methods, combined with the current reality of China, and proposes four solutions. First, continue to promote the improvement of the legal system for employment and entrepreneurship protection of retired servicemen at the national level; The second is to do a good job in relevant training, actively guide retired servicemen to innovate and start businesses, and diversify the direction of resettlement; The third is to improve the employment security system for retired servicemen with five insurances and one housing fund as the main structure; The fourth is to actively guide retired officers and soldiers to change their sense of seeking stability and encourage more people to embark on the road of entrepreneurship.

The rapid development of e-commerce has brought new opportunities for developing and upgrading agricultural wholesale markets. This paper constructs a two-party game model of agricultural wholesale markets and merchants through evolutionary game theory and analyses the conditions for the integration of the parties and the stability of the equilibrium point of the system. It is concluded that when establishing an e-commerce platform in the agricultural wholesale market, when it cannot build its e-commerce platform profitably, it is impossible to induce the merchants to use the e-commerce platform by giving them subsidies from the agricultural wholesale market. Suppose the agricultural wholesale market can build its e-commerce platform profitably. In that case, it can give subsidies to merchants to induce them to use it, and the maximum subsidy can be given within a certain limit. Increasing the profit of the self-built e-commerce platform of the wholesale market of agricultural products is conducive to promoting the self-built e-commerce platform of the wholesale market of agricultural products; increasing the profit of merchants using the self-built e-commerce platform of the wholesale market of agricultural products can promote the use of the e-commerce platform of the wholesale market of agricultural products by merchants.

Purpose:
This paper discusses the learning concepts of Semiotics and Semantics by identifying the differences between both images and the inter-transformation of both in the design field.
Design/methodology/approach:
This study uses a content analysis method to investigate the application and the differences between Semiotics and semantics in different types of product designs. Furthermore, this study also analyses the combination of both concepts in the design process. To build up the narrative for the content analysis, 390 different semiotics and semantics designs are collected and compared.
Findings:
In the Design, the extraction of symbols is one of the most commonly used means in the design methods. However, in the process of refining the symbols, the meaning symbols are added and then transformed into semantics. In this process, different symbols represent different styles and meanings. At the same time, according to the different feelings of symbols, it leads to different cognition of this Design.
Practical implications:
The results documented the conceptual distinction based on Semiotics and semantics. Thus, it defines the transformation of semiotics and semantics by providing essential insights into how symbolism and design expressions can be effectively applied to the communication between Design and consumers.
Originality/value:
There needs to be more knowledge on how specific semiotics and semantics are used to motivate the consumer’s desire to buy any designed products. The authors have analyzed 390 semiotics and semantic-related product designs in this study. This study helps to promote the theoretical and practical significance of Semiotics by revealing the differences between Semiotics and Semantics concepts and the inter-conversion between them and facilitating the application of this design method of symbol extraction.
Satellite navigation, as the cornerstone of the development of the digital economy, is an essential manifestation of the technological strength of various countries. With the establishment of China’s Beidou system, the satellite navigation and location service industry based on the Beidou system has gradually become one of the few high-tech industries in China that have successfully caught up with the United States and other pioneering countries. Although the development process of China’s Beidou system and satellite navigation and location service industry highly coincides at time nodes, it cannot be inferred from both theory and the development practices of various countries that there is an inevitable causal relationship between them. By combing the development process of China’s satellite navigation and location service industry, and combining the relevant theories of the window of opportunity, this paper finds that GNSS is the window of opportunity for China’s satellite navigation and location service industry to successfully catch up. Compared to a single system, GNSS can significantly improve performance without increasing costs, providing a technological window for catching up. The Chinese government actively promotes the construction of GNSS, providing a policy window for industrial development, and the industry’s rapidly growing demand provides a demand window. The three types of windows have successfully reduced the latecomer entry cost of China’s satellite navigation and location service industry, and assisted by the successful response of a large influx of enterprises to the window of opportunity, making China’s satellite navigation and location service industry successfully catch up.
At the height of the knowledge economy boom, Fan Deng, a “scholar”, redefined the ancient skill of “storytelling” and built a leading brand in the paid knowledge industry. Starting from the unique perspective of “reading”, Fanshu has become a remarkable success model in digital content entrepreneurship. In less than ten years, the number of registered users has exceeded 62 million, and the total listening time of users has exceeded 870 million hours. It has become a head knowledge payment enterprise with “reading” products and services as its core business. So, how did Fan Deng do it? In essence, Fanshu has successfully built a sound digital content business ecology – an online and offline digital content value transmission ecology, a platform digital content business incubation ecology, and diversified development of digital content value. Fan Shu has solved the inherent problems in knowledge payment, which are difficult to accumulate users, promote products and transform income. It has completed the “supply side” reform 2and formed a more complex and diversified ecology. The integrated, spiralling, and continuously iterating ecosystem created by combining the three subsystems opens a road of ecologically sustainable growth in the “chaotic blue sea” of digital content. It becomes the forerunner in advocating and promoting national reading.

Through word frequency statistics, the high-frequency hot words of first-class discipline construction were obtained. On this basis, the keyword correlation analysis and keyword coding were carried out respectively to form the high-frequency word network association diagram and discipline construction concept model of “First-Class Universities”. Finally, with the characteristics of big data, this paper puts forward the thinking of discipline construction in the information age.
The apparel industry is one of Indonesia’s top ten industries and a subset of the textile industry. Clothing is one of the fundamental human requirements. This fact promotes the expansion of companies that manufacture clothing such as t-shirts, jackets, shirts, and trousers. This business ranges from large to micro (MSMEs), including major clothing factories and home-based enterprises.
One of the crucial problems in the apparel industry is the problem of scheduling the production process. Besides supporting the smooth running of the production process, a good scheduling process will also impact resource efficiency. Information and Communication Technology (ICT) can also support the apparel industry, especially on production scheduling issues. The existence of software that is easy to use and comply the needs of MSME apparel will make it easier for MSME actors to arrange production schedules so that the production process can be optimal.
This paper presents the development of APPAREL, a mobile-based software (application) prototype that can produce an apparel production processing schedule. The prototype features provided are customer management, product management, production process management, and schedule generator. The schedule generator is based on three heuristics and metaheuristics: FCFS algorithm, NEH algorithm, and Firefly Algorithm.
In the era of big data, the internal structure of the community education and learning community should be balanced and open, and the education management should be standardized and orderly. However, in reality, there are many problems in the construction process of community education and learning communities, such as a simple structure of learning communities, a single and scarce environment, and arbitrary educational management. Nowadays, community education construction should focus on promoting the change of internal mechanism, exploring community learning content, constructing the new O2O learning forms and enhancing the learning motivation of core members. Only by building a good environment for the entire learning community, optimize resource allocation and build a good ecology, can we promote the construction and development of community education and learning communities.
The market volatility caused by the new crown epidemic and trade protectionism has highlighted the important role that supply chain resilience plays in business development, while the development of emerging technologies has led to changes in business development strategies, and market competition has escalated from competition between traditional enterprises to competition between supply chains. Today’s supply chain management is very complex, with countless partners distributed in different regions, and this intertwined trade ecosystem is unprecedented. The chain reaction of epidemic control in early 2020 has triggered a strong interest in supply chain resilience among many scholars. At the 20th National Congress in 2022, General Secretary Xi clearly pointed out that “efforts should be made to enhance the supply chain resilience and security of the industrial chain”, raising supply chain resilience to the level of national strategy for the first time. The emergence of digital control tower concept provides a new management idea to improve the supply chain resilience. So what exactly is digital control tower? How does digital control tower improve supply chain resilience? This paper investigates the mechanism of digital control tower in Leader Harvest plant with the help of dynamic capability theory, and explores an innovative path to improve supply chain resilience, which can provide reference for other enterprises’ supply chain management development.
