Normative systems evolve over time and, due to several reasons, form huge and complex, yet not very systematic nor consistent collections of legal norms. So far qualitative, thus subjective methods are used to create a structure in legislation. A new, experimental and quantitative approach is presented, that opens a rough structure of Estonian legislation with the help of graph theory and visualization. As a test case, a deep structural analysis, based on a part of Estonian legislation is introduced.
