This article explains the political context of the Swedish 1325 national action plan (NAP), how the third-generation NAP came about, and how civil society was involved in it. Its evaluation draws on evidence from practitioners, civil society organisations (CSOs), academics, and policymakers, as well as government reports. It is written from the perspective of a CSO that is contributing to debate and awareness around UNSCR 1325, both in Sweden and internationally. Sweden's background in relation to women, peace and security and its policy frameworks are discussed and the processes leading up to the adoption of the third national action plan are reviewed with attention to civil society participation. The content of the third NAP is assessed, omissions are identified, and recommendations are made about what a 1325 national action plan for Sweden should take into consideration.
