This paper aims to grasp the role of CIOs for the super aging society in Japan. The paper is based on the surveys on ICT applications for Elderly people, which the Institute of e-Government of Waseda University conducted in 2010–2011. The paper begins by reviewing the damage of 3.11 in Japan. Next I analysed the results of questionnaires, and tried to find the best ICT solutions for elderly people in order to reduce the damage of disasters. Finally I evaluated against the availability of special infrastructure, devices interfaces, and services and applications for elderly people in Japan. The paper concludes with an outline of proposed measures for promotion of ICT applications and the role of CIO based on the innovation for the aging society.
