External players either in terms of third countries or of international organisations significantly affect dynamics in the South Caucasus. This paper considers the possible impact of international organisations on regional processes, and maps the obstacles and breakthroughs in regional cooperation in the South Caucasus. It argues that regionalism might be driven by international institutions but its success rests on local countries' initiatives and support.
