One important goal of terrorist organizations is to provoke the governments to respond to them harshly and in an indiscriminate way in which the civilians would also suffer. Then terrorists would use that counter productive strategy of governments to gain support from the public. In this regard, Turkey's struggle against the PKK terrorism has created some indirect consequences, such as the damage in the social fabric, lack of trust of the governmental institutions, and the tension between the public and law enforcement agencies. This paper discusses implementing democratic policing principles in terrorism torn areas to alleviate the tension between the public and law enforcement agencies and to restore the public trust in the police which has been damaged during the struggle against the PKK terrorism. Moreover, it is believed that such an improvement will reinforce the development of democracy in the country.
