Network emulation is a technique that allows real-application performance assessment under controllable and reproducible conditions. We designed and implemented a hardware network emulator on an FPGA-based custom-design PCI platform. Implementation was facilitated by the use of the Handel-C programming language, that allows rapid development and fast translation into hardware and has specific constructs for developing systems with concurrent processes. We report on tests performed with web-browsing applications.
