This article gives an overview of terms, definitions, concepts, ideology, the methodological basis, organization, responsibilities, and the legal framework currently held by the Estonian government in health care preparedness for disasters. The Crisis Committee of the Government of Estonia, as well as the Ministry of Social Affairs, has a central role in organizing activities aimed at prevention and limitation of the effects of a disaster on public health.
