Actual aspects of improvement of the System of formation, preservation and rational use of the informational resources are discussed. This System makes up the basis of the scientific, technical and spiritual potential of the state and at the same time allows ensuring the constitutional rights and liberties of any citizen to freely seek, receive, transfer, produce and distribute information in any legal way. Successful solution of these problems is impeded by factors and circumstances – “threats” – discussed in the article.
