The International Civil Aviation Organization (ICAO) has developed the operational concepts known as satellite-based CNS/ATM to improve aviation communication, navigation, surveillance, and air traffic management. However, switching from land-based CNS/ATM to the satellite-based imposes a significant budget on the states, airlines, stakeholders etc. which acts as a barrier. To date, in spite of the special attention on replacing the current CNS/ATM systems no concrete action has been taken in many ICAO member countries. Driving forces behind it are economic considerations. In other words, the states do not have a clear outlook for the economic benefits of the new systems. Therefore, it has been questioned whether replacing existing systems has an economic justification or not. In this regard, conducting an economic analysis contributes to ascertain the possible economic impact of the measure and explore the financial efficiency of the new systems. Correspondinglyin this study NPV methodcost/benefit analysis are used to evaluate the implementation of satellite-base CNS/ATM in the case of Iranian air transport.
