The NATO Advances Research Workshop (ARW) ‘Secure Telematic Applications for National Scale Projects’ is organized in the frame of the National Week of Information Technologies and Sixth International Congress ‘Scientific and Methodological Facilitation of the Development of Informatization and the System of Scientific and Technical Information in the Republic of Belarus. Secure Telematic Applications in National and International Projects’. The participants of the event came to Minsk from all regions of Europe, as well as from Asia and Africa. Besides the general ARW topic, the participants also discussed the progress in the activity of the High Technologies Park, the creation of the corporate network of libraries of Belarus on the basis of the National Library of Belarus and the newest technologies of e-government. The presentations are also oriented on creation of the National Scientific and Research Computer Network of the Republic of Belarus on the basis of Academic Network BASNET. It is expected that the scientific and practical achievements of the forum will considerably influence both the development of the information technologies and their utilization for advantage of the national economy of Belarus and all participating countries.
The Nato Advanced Research Workshop (ARW) “Secure Telematic Applications for National Scale Projects” was organized within the framework of the National Week for Information Technology and the Sixth International Congress “Scientific and Methodological Facilitation of the Development of Informatization and the System of Scientific and Technical Information in the Republic of Belarus. Secure Telematic Applications in National and International Projects”.
The Advanced Research Workshop was held in combination with the Sixth International Congress and was one of the key events of the Belarusian Week for Information Technology which was opened in the National Exposition Centre “BelExpo” by the international exposition PTS'2006 (www.pts.by).
The event was organized under the auspices of:
• The Administration of the President of the Republic of Belarus
• The Council of Ministers of the Republic of Belarus
• The National Academy of Sciences of the Republic of Belarus
• The State Committee for Science and Technology of the Republic of Belarus
• The Ministry of Communication
• The State Military-Industrial Committee
• The Ministry of Education of the Republic of Belarus
• The Ministry of Culture of the Republic of Belarus
• The Belarusian Innovation Fund.
Participants came to the event in Minsk from all regions of Europe, as well as from Asia and Africa. Some represented leading IT organizations and companies from Great Britain, Holland, Germany, Poland, Russia, the Ukraine, Moldova, Armenia, Kyrgyzstan, Mongolia, Lithuania, Latvia, and Tunisia. Others were working in the leading French and Italian national research institutions which acted as co-organizers of the ARW, namely the Italian Institute of Technology and the French Higher National School of Engineers, represented by Professor Jean-Guy Fontaine.
It should be noted that our IT-forum is so highly regarded that for the first time in the history of the Republic of Belarus a leading international scientific publishing house, IOS Press (www.iospress.com), contracted with representatives of the ARW Organizing Committee to publish the proceedings as part of the NATO research series. The NATO Scientific Committee has provided considerable support for the project, both in the reception of foreign representatives and by providing support for the publication of the materials.
The Council of Ministers of Belarus allocated extra funds for the organization of the event and the publication of the proceedings in Belarus.

In addition to general ARW topics, participants in the event discussed progress in the activity of the High Technologies Park, the creation of a corporate network of libraries in Belarus based on the National Library of Belarus, and the newest technologies related to e-government.
There were also presentations oriented towards the creation of a National Scientific and Research Computer Network for the Republic of Belarus, based on the Academic Network BASNET.
An agreement has been made concerning the establishment of an international cooperation between the Italian Institute of Technology and the High Tech Park of Belarus.

Reports from our distinguished foreign guests from leading research centres in France, Italy, Germany, Scotland, Holland, Latvia, Moldova, Russia and the Ukraine also formed part of the event. These presentations are published in two conventional printed versions in both Russian and English and in an e-version on the website of the National Centre for Information Resources and Technologies (www.basnet.by).
It is anticipated that the scientific and practical achievements of the forum will influence both the development of information technologies and their utilization to the advantage of the national economy of Belarus and all participating countries.
Telepresence and telexistence are new concepts where human machine interactions are controlled through networks. Telepresence and telexistence could be defined as processes where one or several distant humans are directly interacting with a third distant party like a robot or a humanoid or a computer.
The current state of the Program “Electronic Belarus” is presented. One may assert with a sufficient share of assurance that this State Program of Informatization of the Republic of Belarus for 2003–2005 and further by 2010 is the main mechanism of implementation of informatization processes in the republic of Belarus. On the whole, the “Electronic Belarus” program fulfills its tasks. Taking into account the objective circumstances retarding the program completion the goals of the first stage of the program will mainly be achieved in 2006. Having in mind all importance and top priority of solution of general systematic tasks a new composition of the draft Programs stipulates implementation of the whole number of applied information systems in the field of fulfillment of individual functions of the e-government, the e-business, the e-education, etc. in 2006–2010. From the point of view of stages of informatization processes this is logical and correct.
High Technologies Park is keenly interested in R&D projects in various science-intensive areas. The High Technologies Park hosts legal entities or individual entrepreneurs engaged in: Fundamental and applied R&D, experimental R&D in the field of natural and technical sciences (scientific, research, experimental and engineering works). Analysis, design and software development of information systems and technologies (includes design, development, delivery and documentation of custom software or off-the-shelf software; design, development and implementation of enterprise information system; consulting, training and technical support services for the software developed by High Technologies Park residents).

The presentation provides insight into the current situation in the global IT outsourcing market arena, the latest trends and gears behind the ICT market growth, as well as scrutinizes the prospects of the IT sector development in Belarus facilitated by such government initiative as High Tech Park creation scrutinized through the prism of the global IT industry successes demonstrated by India and Ireland.
Public Key Infrastructure is a body of normative juridical and technical normative juridical acts, administrative organized documents providing lawful employment of documents in electronic form certified by digital electronic signature, authenticity of which is certified by digital electronic certificate/signature (DEC), and a respective technical-organizational structure providing the generation, distribution, verification of authenticity, withdrawal of digital electronic signature keys and their certificates.

The report introduces theoretical approaches and practical results of construction of safety complex system of corporate information systems of the enterprises of Belarus, offered by JV « International business alliance » to corporate customers. The framework for a component-aware Evaluation is investigated. The objective of introducing such framework is to provide a diagnostic evaluation by which developers can evaluate their own intrusion detection systems and interpret its behavior in terms of its component.
The Digital Divide Issue is considered including: optical networking is appearing and everyone should participate; very demanding scientific applications need careful attention; research networks are a national asset; there is a digital divide inside the European R&E community.
The computer network of the National Academy of Sciences (BASNET) is described. BASNET is the only research and education network in Belarus that has high speed access to the Pan European research network GEANT. BASNET is based on CISCO equipment that provides secure advanced services for their customers – over 100 research and education institutions and laboratories.
The computer network of Tunisia is presented. It unites educational institutions and schools utilizing unified strategy. Key goal is to support innovation and creative scientific research among its priorities to disseminate digital culture and address a full range of challenges related to ICT integration in all educational institutions.
ICT security measures in Academic Network of Azerbaijani are presented and discussed. The role of the AzNET Project is emphasized that is developing in accordance with National Strategy of the country. The ICT Security segments include: Security Trainings and Certifications; Secure Online Communications Project; Academic Network Security Services; Computer Security Incidence Response Team.
The implementation of information technologies in the activity of the authorities forms the secure IT-sector of the Moldavian national economy which role will consistently grow along with the increase of charges at the design works, carried out by the national and joint companies and ordered of the state and municipal bodies within the process of the «e-Government» system creation.
The third type of identification called as irreproducible identification was proposed in this article. It includes twofold benefits, first of all it provides information security of the highest level and secondly, it permits creation of an automated control system, which is capable to distinguish the legal and infringing products.
The world of technical devices as the symbol shows, will not die at once, and will be gradually and smoothly disappear from our use. All human needs, as well as ways of their satisfaction, are incorporated by the Creator in our biological DNK. To discover them is our major task.
The paper is dedicated to the question of priority on creation of unified system of information services provisioning at national level. The basic arguments referring to the creation of the system in the Republic of Moldova are stated in the paper. The general provisions and content of the system of information services provisioning are presented at the principal part of the paper. The proposals regarding the role and place of national systems of information services provisioning with regard to attraction of investment in state IT-sector are provided at the final part of the paper (liping@registru.md).
The general information on the state security, legal and financial discipline control system is presented in the paper. First of all, the general content of the system is represented through such aspects as: functional, organizational, normative and legal, informational, technical and communicational, information security and information protection. Further the organizational elements of its technological subsystems are presented. The general conclusion concerning the system which constitute a basis for resistance of globalization threats and for assurance of economic security of the Republic of Moldova is presented at the final part of the paper.
Reliable and secure operation of external and internal NREN's infrastructure of Moldova requires implementation of a number of organizational and technological arrangements that supplement each other and ensure the appropriate level of quality of services for the end users: Implementation of reliable and productive communication media; Realization of modern and scalable communication technologies; Elaboration of general scheme of security technologies and organizational measures development strategy; Building an efficient tech. support organizational structure ensuring qualitative users' support and operative reaction on security incidents.
Problems of arrangement of state security system taking into consideration system-forming role of information security were examined. Issues of forming the horizontal and vertical telematic networks as adjusters of transformation flows and roles of management system elements in course of arranging the information security were discussed. Roles of information attractors in case of “interpretation misbalance” of cooperating subject fields were determined.
The problems of accident prevention of a person, mobile and stationary objects have the imperishable urgency. The development of information technologies, their distribution to the field of creating information and navigation systems offer new opportunities for creating such systems.
A background for e-Education environment in Belarus is described. Recent activities show that networking infrastructure combined with traditional high level educational system provide perspective basis for secure distant education systems development utilizing informational resources both in Belarus and belonging to the Pan European R&D Network GEANT.
The goal of this publication is to introduce project on creation of an advanced distance course RuWirEd in WebCT environment. The course is destined for Russian speaking auditorium and provides knowledge about basics of methodology and technology as well as teaching specifics of electronic education.
