The NATO Advanced Research Workshop (ARW) focused on the Risk Management of terrorism induced stress, and which took place in Odesa, Ukraine, 2019. The main aim of this workshop was to establish for the first time a scientific basis for an elaborated guideline for the first few hours, days and weeks following a traumatic event (by answering three main questions: Who? What? When?). This chapter summarizes the main aspects of this guideline and provides a time line matrix which suggest how can be applied. This is work in progress that will be followed up with operationalization of the guideline, structure to enhance content and accuracy and dissemination to stakeholders.
