Facing an unprecedented series of terrorist attacks since 2015, France is placed in a difficult situation due to the homegrown origin of the terror campaign alongside an agitated national and international situation with a significant proportion of its forces deployed overseas.
With an overstretched all-volunteer force and undersized reserves, how can Paris deal with these simultaneous threats with flexibility and within the legal framework to avoid aggravation of the security environment that could eventually split the nation between warring communities?
Defense experts actually point out the political will to restore France's social cohesion as a relevant and legitimate approach. However, it may be too ambitious given the size of the project, in times of limited human resources and budgetary constraints. The article addresses the measures taken and their shortfalls, assessing some potential steps to enhance resilience of French society as a relevant ensemble.
