The depth integration of Internet + Education and the introduction of intelligent technologies, are reconstructing the education system. In this paper, we construct a knowledge graph of discipline field by using web ontology technology, and propose a two-layer architecture model that relationally maps the knowledge unit of specialized courses to the knowledge elements of discipline field through learning goal. The Marzano educational instructional framework is introduced as the description standards of the goals, resources, evaluation of learning and learner's knowledge state, etc. The corresponding generation rule of learning goals ranking strategy is given, and therefore the recommended learning roadmap can be automatically deduced from the knowledge graph. The combination of knowledge space theory and Vygotsky's “Zone of Proximal Development” offers an intelligent tutoring algorithm, which has well solved intelligent tutoring problem based on learning goal and graph in online education.
