Many Civil Unmanned Applications require the development of an Unmanned Aerial System (UAS) able to flight a mission. In the present paper an Intelligent Scenario is proposed in order to develop a new Unmanned Aerial Vehicle (UAV) easily and in short time. This Integrated Scenario consists of a wind tunnel, an open source flight model and a real simulator cabin. With these three components it is possible to validate, from the scratch, a low cost UAV using fast prototyping techniques. A brief introduction to the actual integration of UAS in the airspace is presented as well as the development process of a new aircraft in the intelligent scenario. The two facilities, the real cabin simulator and the wind tunnel are explained. These facilities were constructed by students in their final bachelor thesis in collaboration with the authors and members of the ICARUS research group.
